The laws prohibit the sale of the following flavored tobacco products: Flavored e-cigarettes or vapes, including those that deliver nicotine or any other vaporized liquid, along with e-juice, pods, or cartridges Menthol cigarettes Flavored small cigars and cigarillos Flavored smokeless tobacco products Flavored blunt wraps Flavored loose-leaf roll-your-own tobacco Flavored tobacco rolling papers Tobacco flavor enhancers The laws do not cover: Flavored premium cigars that have a wholesale price of $12 or more Flavored loose-leaf pipe tobacco Flavored shisha/hookah tobacco, which can only be sold in licensed stores that restrict entry to individuals aged 21 and over at all times
